Each output states its inputs, formula, weighting, confidence and limitations. Nothing is presented as advice or as a guaranteed outcome.

Confidence framework

Confidence describes evidence quality, not optimism about an outcome.

Data confidence: HighOfficial or multilateral source, current period, national or county coverage, independently corroborated.
Data confidence: ModerateCredible source with a lag, partial geographic coverage, or a single corroborating record.
Data confidence: LimitedThin sample, listing-based evidence, or a proxy standing in for the intended measure.
Data confidence: InsufficientNo acceptable source. The metric is withheld and the gap is stated instead.

Location scorecard

A transparent weighted sum. Users may re-weight any pillar, and the score recomputes with the change recorded.

Score = Σ (pillar score × pillar weight), where each pillar score is normalized to a 0–100 scale within the comparison set. Pillars with Insufficient evidence are excluded and the remaining weights are renormalized, with the exclusion shown on the scorecard.
